The Council is pleased to invite members to join the second planning call for the first Digital Policy Consultative Forum ("DPCF") of 2019, to be hosted on April 8 alongside the 1st TELSOM-ATRC Leaders' Retreat in Manila, Philippines from April 8-10, 2019. During this second call, we will review in-depth the proposed messaging for the panel sessions. Please review the updated concept note, and provide your input on the proposed messaging by COB Friday, March 8 to Ella Duangkaew (eduangkaew@usasean.org). The purpose of the call will be to refine the messaging based on the feedback provided so it represents the views of all participating members. A revised concept note based on the feedback will be circulated with the dial-in details of this call.
We will also review the proposed topics for breakout discussion groups, provide any logistical updates, and strategize next steps for securing speakers.

Background
At the 18th ASEAN – US TELSOM Meeting, the US-ASEAN Business Council (“US-ABC”) proposed to continue collaborating with ASEAN to organize the flagship “ASEAN-US Digital Policy Consultative Forum” (“DPCF), which serves as a series of roundtable discussions between the private sector and TELSOM-ATRC designed to facilitate in-depth dialogue on priority digital economy issues.
For the 2019 DPCF, the objective of these discussions is to support ASEAN in strengthening its digital data governance, particularly to support the growth and security of the data ecosystem in ASEAN, and establish ASEAN as a global leader in digital data governance best practices.
The first Forum will be held on April 8 from 1:00-6:30 PM (TBC) alongside the 1st 2019 TELSOM-ATRC Leaders' Retreat in Manila, Phillippines. It will serve as a platform for policy makers and stakeholders to exchange views on how to create an enabling environment to attract increased investment in the data ecosystem in ASEAN. It will focus on challenges to creating an enabling environment that will incentivize greater investment in ASEAN’s data ecosystem, and what policy approaches and solutions the public and private sector can collaborate on to address these challenges and grow ASEAN’s data ecosystem.
