The Council is pleased to invite members to join the first planning call for the third Digital Policy Consultative Forum ("DPCF") of 2019, to be hosted on in August (TBC) alongside the 2nd TELSOM-ATRC Leaders' Retreat in Bangkok, Thailand from August 19-23, 2019. During this call, we will discuss the Council's proposed engagement for the 3rd DPCF, and will particularly seek member input on the topics, format and potential speakers. Please find attached our overall concept note for the 2019 DPCF series, which states the preliminary proposed topic for the 3rd DPCF. The goal of this call will be to produce a draft concept note for the 3rd DPCF that will be circulated to the ASEAN Secretariat shortly after the call, to confirm the timing of the DPCF alongside the Retreat.

Background
At the 18th ASEAN – US TELSOM Meeting, the US-ASEAN Business Council (“US-ABC”) proposed to continue collaborating with ASEAN to organize the flagship “ASEAN-US Digital Policy Consultative Forum” (“DPCF), which serves as a series of roundtable discussions between the private sector and TELSOM-ATRC designed to facilitate in-depth dialogue on priority digital economy issues.
For the 2019 DPCF, the objective of these discussions is to support ASEAN in strengthening its digital data governance, particularly to support the growth and security of the data ecosystem in ASEAN, and establish ASEAN as a global leader in digital data governance best practices.
The third, and final, 2019 Forum will be held in August (TBC) alongside the 2nd TELSOM-ATRC Leaders' Retreat in Bangkok, Thailand from August 19-23, 2019. It will serve as a platform for policy makers and stakeholders to exchange views on how to enable ASEAN to become a global leader in digital data governance, particularly by establishing and utilizing interoperable best practices, frameworks and standards for digital data governance. The DPCF will focus on focus on challenges to developing such frameworks, particularly at the regional level, and what policy approaches and solutions the public and private sector can collaborate on to address these challenges and establish ASEAN as a global leader in digital data governance. During this DPCF, the Council will look to launch the set of data governance principles developed by the ICT Committee's Data Governance Sub-Committee, as a potential solution to enabling ASEAN to establish strong regional data governance frameworks.
