He has been instrumental in liberalizing the CRS legal framework in Vietnam. He's also a talented and strong advocate of civil society in Vietnam. Prior to PACCOM\, he was head of international cooperation at VUSTA (Vietnam Union of Science and Technology Associations)\, an umbrella organization for all intellectual organizations in Vietnam. \n\n			\n\n			PACCOM provides legal\, technical and administrative support\, and consultancy to ensure effective and efficient implementation of humanitarian and development programs/projects funded by foreign NGOs and foreign partners in Vietnam. They also weigh in heavily in the decision-making process regarding policies about NGOs and related stakeholders and activities. Currently they are leading the effort to make corporate contributions to CSR activities tax deductible\, for example.
